Requirements for safety equipment and Fire protection onboard Polish registered yachts

SAFETY AND RESCUE EQUIPMENT

COASTAL - ZONE 2 a) Two lifebuoys, one of which is fitted with a light and a flag and a second with a lifeline. Lifebuoys should be marked with the name of the yacht and the name of the home port.

b) Life belts/vests EN ISO 12402-3 [150] or EN ISO 12402-2 [275] or SOLAS approved for each person on the yacht. Life belts/vests of yachts on 24-hour voyages must be equipped with lights in accordance with the LSA Code.

c) Safety harnesses are required for all persons on the yacht. If life vests are equipped with a harness that functions as a safety belt - additional safety harnesses are not required.

d) Inflatable liferafts SOLAS A PACK or SOLAS B PACK or ISO 9650-1 pack 1, capable of accommodating all persons onboard the yacht

e) 6 red parachute flares and 1 orange smoke buoy

f) stationary VHF radiotelephone with DSC

g) 406 MHz emergency radio beam (EPIRB)

h)  rescue radar transponder (SART) or rescue AIS transponder (AIS SAR)

i)  a radio receiver capable of receiving weather forecasts and warnings 

OFFSHORE - ZONE 3

a) 2 lifebuoys, one of which is fitted with a light buoy and a flag pole and the second with a lifeline. Yachts with a length greater than 15 m should have 4 lifebuoys. Lifebuoys should be marked with the name of the yacht and the name of the home port.

b) Life belts/vests EN ISO 12402-2 [275] or SOLAS for each person on the yacht. Life belts/vests of yachts on 24-hour voyages must be equipped with lights in accordance with the LSA Code.

c) Safety harnesses are required for all persons on the yacht. If the life vests are equipped with a harness that functions as a safety harness - additional safety harnesses are not required.

d) Inflatable liferafts SOLAS A PACK or SOLAS B PACK or ISO 9650-1 pack 1, capable of accommodating all persons onboard the yacht

e) 12 red parachute flares and 1 orange smoke buoy

f) 1 rescue line launcher (1 set)

g) Stationary VHF radiotelephone with DSC

h) ship's satellite terminal or MF / HF radiotelephone (medium, shortwave) with a DSC system or a satellite mobile phone with access to an emergency number

i) 406 MHz emergency radio beam (EPIRB)

j) Device for receiving weather forecasts and warnings

k) rescue radar transponder (SART) or rescue AIS transponder (AIS SAR)

l) 2 two-way communication radios

OCEAN - ZONE 4

a) 2 lifebuoys, one of which is fitted with a light and a flag pole and the second with a lifeline. Yachts with a length greater than 15 m should have 4 lifebuoys. Lifebuoys should be marked with the name of the yacht and the name of the home port.

General:

1. For rafts in a rigid containers on the open deck, fastening with a hydrostatic release is recommended. Hydrostatic releases must have valid certificate.

3. The rafts must be certified and have a valid approval.

5. Life jackets and life jackets for yachts in 24-hour sailing must be equipped with lamps meeting the requirements of the LSA Code in question in Regulation 34, Chapter III of the SOLAS Convention.

6. Adequate belts/life jackets must be provided for each weighing person less than 32 kg on the yacht.

7. Inflatable life jackets must activate automatically after falling into the water.

8. In the case of pneumatic vests a 10% reserve (or spare cartridges) is required in relation to the number of people on the yacht, but not less than 1

1. During the emergency inspection, the minimum number of lifejackets or vests should be determined on the basis of the actual number of people taking part in the cruise, taking into account 10% or 2 reserve belts/vests. When children are on a cruise, they should be provided with adequate means of survival for each child on board.

2. If the yacht is cruising in waters above the parallel of 60 ° N or 60 ° S, additional equipment necessary for the performance such cruises may be required.

3. The set of the rescue line launchers should include 4 rockets and 4 lines  

FIRE PROTECTION EQUIPMENT

a) Cockpit or main control position: 2kg fire extinguisher for fire groups ABC - 1 unit

b) For every 20 sq. m. of living space ( if the areas are separated by fixed bulkheads with hatches, then for every compartment): 2kg fire extinguisher for fire groups ABC - 1 unit

c) For each device with an open flame: 2kg fire extinguisher for fire groups ABC - 1 unit or a fire blanket and a 1 kg fire extinguisher for fire groups ABC 

d) Yachts with an outboard motor: 2kg fire extinguisher for fire groups ABC - 1 unit

Outside the engine compartment, but not more than 2m from the firewall:

For engines - 120 Kw: 4kg fire extinguisher for fire groups ABC - 1 unit

For engines + 120 Kw: 4kg fire extinguisher for fire groups ABC - 2 units

General:

1. All fire-fighting equipment should be easily accessible and marked with an appropriate ISO symbol

and subject to periodic testing.

2. The yacht should be equipped with instructions for the captain and users in which should be

included the following information:

- fire protection equipment,

- maintenance activities related to fire protection equipment,

- additional warning notices for the yacht user.

3. The obligation to equip with fire protection equipment does not apply to yachts without

engine, without electrical installation and without a stove.

The above rules do not apply to:

1) racing yachts, understood as sea yachts intended only for regattas and sports competitions,

belonging to a racing class and with a valid certificate issued by a Polish sports association or an entity competent for the flag of the yacht and rowing regatta boats participating in training or regattas in maritime waters in waters under constant observation and rescue cover.

2) pedal boats, kayaks, sail boards, and non-powered inflatable boats, regardless of size, and

other similar watercraft up to 5 m in length, operating only in daytime, understood

as the period from sunrise to sunset, within 2 nautical miles from

seashores.

3) recreational yachts up to 15 m in length, which have not voluntarily submitted to inspection.

4) scooters, jet-skis used exclusively for sports or recreation
